To achieve its objectives, the IDF will coordinate and implement insurance-related risk management capabilities to support the Post-2015 Agenda.

The IDF will initially focus on building greater resilience to climate and natural hazards risks, but its scope is expected in time to include additional insurance-related priorities across the wider 2030 Agenda for Sustainable Development.

The IDF will initially support targets and objectives across the following four priority areas:
• Understanding Risk
• Risk & Insurance Regulation, Legislation and Policy
• Risk Sharing, Transfer and Response
• Risk & Resilience

Nine dedicated working groups with defined ownership and evolving membership from private and public institutions will assess these priorities and recommend program agendas.
